if im looking for an amp to power 2 12" subs and give me a lot of power but that doesnt cost that much should i go with a 2 channel or mono amp

Mono Amp. it's more efficiency

Uh, two channel or mono will not determine price or quality. Either of them can do the same for you depending on brand and what type of subs you have, and what kind of deals you can find. This is way to broad of a question to answer in any detail.
