python 574 sensors not working

I have successfully installed a Python 574 Security System in my 2000 Forester, except for the fact that the shock sensor does not work. It worked once while I was testing the system before I mounted everything, but now it does not work.
I have used my multi-meter and the wire that I think is supposed to be "ground when armed" is always grounded, whether the system is armed or not. There are 4 pins coming out of the unit where the sensors go, 3 of them have +11.7v and the one other one is grounded. I also have a tilt sensor that I have tried to plug in and it does not work also, and I know that the orange wire from it needs to be grounded when armed.
There is a wire coming from the harness for the shock sensor that is green and is not connected to anything. I have no clue what it is for.

I figured out what the green wire was coming from the sensor, and I connected it to get the warning for the shock sensor but it still is not working.
In the Python installation manual it says that the "sensor has the ability to be turned off when adjusting." But of course there is no info on being able to turn it back on. I have adjusted the sensor both directions and it still is not working.
