When installing a remote start or alarm, and you have a 200mA you can use to trigger the car's horn, is that enough to hit the black wire with or does it need a relay?  Thanks.

Its always recomended to use a relay. Sometimes it will work but its not recomended. Also remember that the horn honk is generally a negative and not a positive.
