CS 423 3-volt non-blinking LED

I've installed this system and it works great. After wiring the 2nd ACC (brown) wire through a relay as described in the provided wiring diagram, I abandoned (disconnected) it.   
For some reason, the car battery ran down over night with the 2nd ACC wired. After disconnecting it (only the orange 1st ACC connected) and recharging the battery, the RS seems to be working fine. The only thing that is perplexing me is the 3-volt nonblinking LED. It blinks intermitently and driving me crazy. I don't know why the battery went dead after the instructed installation, but suspect there to be a constant draw/short somewhere. The vehicle is a 2001 Chev Impala.

What are you using to trigger the wire ? If your using the (-) when armed wire, then it will activate the wire whenever you lock the doors. If you want to activate this wire during remote start use this diagram : http://www.velocitymotorsport.com/images/install_notes/2nd_accessory_relay.jpg

The instructiions show pin 85(your diagram pin 86) as being attached to 1st ACC (orange wire). Trigger is from RS (-) ground out when running. What size fuse should be used for 12V fused connection to the relay? Now, I've measured 0.28V across chasis ground and ground out when running terminal (J2, pin #8). Also measured 4.75V across chasis ground and brown wire from GMBP. Is this normal? This is with RS off. Any idea what the 3-volt nonblinking LED is used for? The CS423 manual says nothing about what it's function is. Rather than intermitent blinking, the LED blinks constantly except for when RS is activated from the transmitter.
