Ford Pats System

Does any one know to program new key with the pats chip on ford vehicles with out having an expensive tool or with out going to the dealer ship?  Is it possible

All you should have to do is crank the vehicle with a key already programmed to the car (depending on the year you may need to do this with two keys already programmed to the car) then crank the vehicle with the new key.
