Im running a hid kit with a H4Hi and low bulb. i dont think my car gives a consistent 12v to the headlights. it varies between 9-11.6v. how can i draw the complete 12v using a relay? please help. thank you ahead of time.

Wire the relay as follows.   Ground terminal 85,  Your original 12 volt headlight wire to terminal 86.  12volt wire from the battery via a 20 amp fuse at the battery to terminal 30.  The wire to your HID lights to terminal 87.

The above is assuming the new lights pull less than 20 amps.  If less than 20 a 10 AWG wire should be fine.  If they pull more than 20 amps, you will need to use 2 relays    one per each side of the car.
