Am I correct in assuming that, for example with the Door Unlock, if the Blue/Red wire is grounded (due to the '-' at the end of the description) the doors would unlock?

Yes...That wire requires a ground PULSE  to un-lock...

I'm using an IC to control it, would 1ms qualify as a pulse?

Probably going to take a whole lot more than 1ms.  250ms would be a better bet.
