Could you provide a little bit more information.  What unit did you install?  What do you mean when you said you had to wait 10 minutes before you could start it with the key?

The unit is a bulldog deluxe 62, with a 192 bypass , I installed it in a 2002 chevy impala police car, I got it working aging in the shop, It worked for a few week's when the temp. outside was +20, But when the temp. droped to -20 it would not start the car with the remote, and then I would have to wait 10 min. To start it with the ignition key, I dont have it programed or wired up for the tac. could this be the problem. I cant get any help from the manufacture

The vehicle you installed this unit in is equiped with passlock 2. There are 3 wires that your bypass may use. They should be a thin yellow, a thin org/blk, and a thin black. A normal bypass will cut the yellow wire and route it into the bypass. Make sure you have the right wire. As far as tach is concerned, that vehicle requires tach to be hooked up. Voltage Sense (Tachless) is not reccomended in that car. The car not being able to start for 10 minutes, even with the key, is a result of passlock 2 being tripped.

I would test the system and see if you can find out more detail about when it starts and does not start.  Check to see if it even tries to start when it is cold, or if it does not even receive the signal.  There are 15 possibilities why your car is not starting given the information you have provided, and it would be nice to narrow it down to about three.  So if you can play around with it and document when it works and when it doesn't, and record all of the details of the situation like how cold it it, how long it had been since the car was warm, etc.  A little more information would be helpful.

I would switch to a DEI passlock bypass becuase on those bulldog units you set the resitence with dip switchs but with cold weather the resitence changes so it trips passlock. With a 555L from DEI it auto learns the code.

This morning- temp was -6   windchill was -20, car was outside, pushed start on remote ,light's flashed that was it, did the same thing after it was driven {warmed up }, the valay -removing the key and keep running will still work, the passlock II is wired ok, it's like I lost the signal to the starter, If I need to hook up the tach. wire, were do you recomend, on a injector wire ?

                                                    Thank's !

You should try a different means of bypassing the passlock.  This way if you have any further trouble, you will at least know it is not the passlock giving you the trouble.   This way is guaranteed:

Use a relay and a trimpot: Pin 85 to ground out when running from RS. Pin 86 to 12v+. Pin 30 to yellow passlock wire computer side. Pin 87a to Yellow passlock wire key side. Pin 87 to one side of the trimpot and the other side of the trimpot to the black ORANGE / Black passlock ground wire.

To get the resistence value: Strip back the ORANGE / Black wire. Start the car with the key, then cut the yellow passlock wire. strip back the key side of the yellow wire and take a DMM and put one lead on the key side of the yellow wire and the other on the ORANGE / Black wire. Record the resistence, then reverse the two leads and record the resistence. Dial in the higher of the two resistences recorded into the trimpot and set it up with a relay using the information above.

I can email you a diagram if you want one.  That is not to say you cannot figure out by the description above, but it is always nice to see diagrams in my mind.
