02 jaguar 3.0 x type hid

My wife's Jaguar factory HID lights on the driver's side is not working. The passenger side works fine. I switched the HID bulbs from the driver's side to the passenger's side. The driver does not work, but the passenger side does. I switched the ballasts and again the driver's side does not work, but the passenger side does. The fuses look fine. I did put new ones, just in case. The connectors are fine too, there is no indication of melting.
Any suggestions how can I fix this?

Do you have a Volt Meter?  Can you make sure that you are getting 12 volts at the input wires of the ballast?   When you swapped the ballasts, did the lamp sockets move with their original ballasts?

I have a multimeter. I'll do a check on the voltage. I swaped the lights only, then the ballasts, then I swaped the lights only again. I got the same results. Driver's side does not work, passenger side does work. In another words, if I take the working light/ballast from the passenger side and connect it to the driver's side, it will not work. If I take the driver's side light/ballast and plug it to the passenger's side, it works. I check the fuses and they are fine.

You are either not getting voltage to the ballast, or you have a bad lamp socket.
