Sure you could run 140watt speakers on a moped. But as for a 280 watts to push them i dont really think so. Yes, you can add speakers and a divice to drive them but A moped like a motorcycle runs on a stator for its recharging of the batt. Maybe it can be upgraded to handle a bigger draw but im not sure on that. Most have just enough juice to recharge the batt when drivng and run your blinkers and lights.I do know there is a company that makes an after market radio box that can be hidin. speakers and all that does not take much current to power. I know a few guys that use them here on there sportbikes and they do put out pretty well. I can try to get more info on that if you would like.

they have full built kits for scooter from europ with tweeters and speakers an the built in cd players with ipod connections that go under the seat (if the scooter has the storage under the seat that is) they come fully wired up just drop it in and plug it up. i dont have the site anymore but i could find it for u if you want. cool

The best sound sounding system for a scooter is usually an iPod and a good set of ear canal headphones.
