I know enough to read my multimeter to test for AC/DC voltage and continuity/ground.

On the HP/LP RCA outs:
I probe and see the pin conductors have their on path/scheme – makes sense to me.
But on the outer conductor, (as far as I can tell/read) they are all continuous.

Are low-level RCA outer-conductors wired to a common path/scheme?

The outer conductor on the RCA is common to the other outer conductors.

... unless it's a ballanced system.

Would you mind a brief elaboration?

Balanced systems use an RCA shield that is isolated from equipment ground and which carries a voltage potential, and are usually isoltaed one from another.  Balanced systems are found only in high-end equipment.  Unbalanced systems (normal car audio systems) use a common shield and all the RCA outer rings will be at the same electrical potenital, and most commonly are also connected to equipment ground.
