can i splice the front speaker wires together, put them on the amp, splice the rear speaker wires and put them on the amp, than use the other 2 channels for subs?

Depends on the amp.  Most amps are 2ohm stable in stereo.  However, running your 4x6's and 6x9's on the same channel may not be beneficial.  Your speakers should be similar in power handling and frequency response.  In the example I gave the 4x6 do not handle the power, or have the frequency response of the 6x9's.  It would be a mismatch, you would have to set the highpass Xover so high it would be silly for the 6x9's or you would have to sacrifice volume to keep the 4x6's from popping (blowing).  Give us the make and model for the amp, the speakers (both sets) and you will get better advice.  I could give you advice about set up and why you should just get a good set of speakers up front and skip the rear fill but....  since you did not ask....

Yikes!  I assumed you mean - run the driver's side front and rear speakers off the same one  and the passengers front and rear off the other.  The "splice the front speaker wires together" line sounds funny.

i dont know what kind of speakers or the size or the type of amp or anything, this is for my friends car and he wanted to know. ill tell him that it isnt recomended. but thats for the info anyway
