Generally the most efficient set will be the loudest. Another spec to consider is power handling.
If you really want to push power handling and average efficiency up you'll want to bi-amp with a steep electronic crossover between the midrange and tweeter and highpass on the midrange. This will allow the speaker to be driven louder while decreasing the chances of causing the drivers to reach their physical limits.

CDT Euro or HD series, or Focal Utopia's. Moreso the Euro's, but they both scream.
