OK my setups in the pic below its hooked up directly to the stereo VIA the cd changer port.  Im getting engine noise through the speakers though and its caused by my cig lighter cause if i unplug it from the cig charger the whinning sound goes away.  So what do i need to do to stop this annoying whine???

Power your iPod from somewhere else is the simple answer.  iPods can be major ground loop noise makers since they are ungrounded devices.  They are designed to operate off their batteries as stand-alone units and integrating with car audio can be problematic.  I suggest trying a dedicated power and ground feed to your iPod adapter run from your battery and see if that helps.
