remote pair failure

I recently installed a clifford 50.7x into my 98 Dodge Neon. I have power to all 3 heavy gauge wires and power to H1/2 fused wire. My valet button works and my led light comes on. I have two remotes one is a 2 way and the other is a 1 way.
The place where i get into trouble is programming the remotes to the control module. I followed the intructions for programming, and put the remotes into pair mode then follow the set up. The siren chirps correctly and the led light blinks like it is supposed to. the problem is when i go to press the lock button on the transmitter it sends the signal and then gives me an out of range notification. Then it says "PAIR FAILURE".
I have tried every possible combo i could think of and i have read of. I have been searching the net since yesterday trying to find a solution. i tried unplugging the whole module for a while and plugging it back in, i checked my connections, and checked both batteries in the transmitters.
i have ran out of possible solutions and need additional help. Any contributions will be greatly appreciated.

Encountered this once, ended up swapping the unit.

Is there any way of diagnosing it to make sure? Where can i just buy the Control Module?
