I had my brother install a new battery in my vehicle and he put the wrong cables on the batteries and now my starter is screwed. When I reattach the cables properly the horn constantly blows. My car audio buddy said the two 30 amp starter fuses were blown. I checked and they were. When I replaced the first one a puff of smoke came out of the module. This is where I stopped. Is this fixable without replacing the unit? At this point I would like to just remove or disable the whole starter system to get me on the road again

Change your alternator or get it repaired, the wrong way round battery has internally shorted it.
Also check out ALL of your fuses.
Test before boxing up.

I'm sorry I thought you meant the vehicle itself not the R/S.
I wondered what the title meant it appeared to have no connection to your post!
Yes, it's fried.
