I'm working on my dad 98 lumina which has Passkey II. We encountered a no start situation last week, I replaced the relay, still no start. When I jumped the power wires on the relay, the car did start, but died after a few seconds. My dad bought the New Rockies passkey bypass box, installed as per the directions, still no start, but now when I jump the relay, it will start and run just fine.
Any ideas on what could be wrong?
I'm jumping pins 30 and 87 to get the car started.
I'm not sure what is supposed to happen between pins 85 and 86, but whatever it is, it's not doing it.

I'm not familiar with the New Rockies bypass. Is it supposed to trigger the relay? If not, just wire terminals 30 and 87 together permanently.
If it is supposed to trigger the relay, the coil (85 and 86) will likely have either constant positive 12 volts and switch the ground or vice versa. If you unplug the relay you can check the terminals for constant power or ground. Then you can figure whether you need to supply power or ground to the other terminal to test. For example, if you have constant power, try jumping ground to the other terminal and see if that does the trick.

I'm honestly not sure what exactly it does. It replaces the whole anti-theft module.

Did your dad buy the NewRockies box to fix a no start or is this box something that has been working in the car and now you have a no start? New or old for $259 Newrockies needs to give you support. They have a lifetime warranty proclaiming their box is the fix for passlock issues so they should be supporting you assuming this relay is part of their product and that you have an actual passlock issue.
