95 camry remote start doesn't work.

This guy comes to me offering 400 dollers to install this alarm he bought on ebay. This alarm came with most of the equipment but there was no wiring diagrams with it. It tells what wires are what but the wiring for the remote start is somewhat confusing. I have the diagram for the car but I can't figure out why the starter doesn't work and the starter kill doesn't work.I have hooked up the starter wires like i do with a crime stopper alarm but it still doesnt work. Could it be because i do not have the tach hooked up. It is the only thing I havent done.

what kind of starter is it?

when you press start, does it try to start and fail, or what ?

 It doesnt even crank or try to. I check the starter wire if it was giving a signal to the starter and it was giving a 13.245 positve reading. so the wiring is right or so it seems.  also i repositioned the starter kill infront of all the relays. and the starter kill worked twice but now it doesnt. do i need to attach then tach wire?

Make sure starter wire from remote start harness is connected to cut starter wire in the vehicle on the "motor" side not the "key" side (as in starter kill diagrams, once u cut the starter wire in half and wire the relay to the side coming off key and side coming from engine bay)...
Make sure you Ign wires are properly powering up, another words, make sure you've got ign #1 from remote start harness to correct ign # 1 wire in the vehicle and so on...
Also sounds like you could be in diesel mode, check the alarm brain and make sure it's on non-diesel, and make sure you're using the proper tach wire, don't do current sensing, use tach sensing and test for the proper tach wire in the vehicle with a meter...Set to AC volts, tach wire should read 1-6V and go up in voltage as engine is revved.
I know this may sound crazy but some people forget that on some alarm remotes to get it to remote start u have to press and hold the remote start button, not just momentarily press it.

Do not forget that there is 2 IGN wires for this Toyota. If what padawan suggested doesn't work, disconnect the starter disable wire from the starter circuit and re-connect the starter wire together with the RS starter wire to the IGN starter wire and this should work if the RS wire  has an output of 13.245 volts
