Help: Time Delay Ignition

I'm a newcomer as will probably be made apparent below:

I purchased from a dealership a used 1999 VW Jetta which has a time delay ignition (anti-theft?) which I'm sure is after-market.  I have to turn the ignition on, wait for about 3 to 5 seconds until I hear two chirps and then turn it over.  You would think this wouldn't be much of a theft deterrent, but it's managed to deter every friend and mechanic who has been in my car.

I've recently had engine trouble and had the car towed to a dealership where they have explained that they cannot get the computer diagnostic code from the car due to the time delay that has been installed. 

My online research has turned up nothing about where to get this type of ignition (switch, relay, microchip?) delay device.  However, it is mentioned as an approved device on a few insurance company and police department websites. 

Does anyone know where I can find such a device and whether it really should interfere with access to the computer diagnostic codes??

never heard of that one, you may want to crawl onder the dsh and see if you can locate the module and find out what it is.
