I want to interrupt the fuel line and starter. Where can i place the relay so thief does not simply bridge them? Do thieves have the time to open hood and find relays? Is a hood lock effective? I was thinking of putting one relay inside the starter/solenoid unit. I don't think thief could reach there.

Anywhere under the dash up high is fine. A thief will not bother trying to find the actual relay for the immobilizer rather push start the vehicle or just tow it if they have the capabilities of doing this.

If you are even remotely serious about security. Then yes, a hood lock is paramount in any security system.
I am stressing the key words security, not alarm system. One provides a measure of *feels nice* the other provides you with physical deterrence.
