1995 mercury villager alarm information

What is the best way to completely disarm the alarm system in my 1995 mercury villager?. There's a switch under the driver's wheel which I turned off but when I reconnect the battery cables the alarm goes off. I suspect electrical/wiring problems. My car won't start but all lights, radio are ok....I think this might be caused by the alarm system...in any case, I just want to rule that out by completely disconnecting it.
