How to file a complaint with BBB

Does anyone have a good idea on how to file a complaint with BBB? I am tryign to file a complaint with a company (onlinecarstereo.com) for their unfair trading practices.
The BBB site does not work.
This company offers a refund within 14 days but the time for shipping back and forth takes already about 14 days so one really has just a day for testing. Also they tell me they wont refund me because I cut the wires. I did not cut the wires yet and only did a test with crocodile clips. Also they tell me they did not receive my package yet, when I have Fedex Signature proof that they received it over 24 hours ago. Go figure.

since it was an internet sale, you can have them charged with mail fraud (you have proof tehy received the item, but are not refunding) usually you have to phone the bbb to get anything, and they won't do much to help you, just warn others

So let's see here, they say they have not received the equipment yet but they say you cut the wires so they will not refund you. How on earth would they know if the wires had been cut if they had not received it yet? E-tailers are a scourge that need to be stamped out like the dirty scum that they are. They give the industry a bad name and make the customer pissed at the manufacturer. If you paid by visa or mastercard etc. contact the card company and have a chargeback issued.
