need advice on accessory outlet mod

hi,
i'd like to make the front 12v accessory outlet of a 2004 honda crv ex "hot", i.e. suuply power regardless of the ignition position.
i saw a mod kit for the toyota prius (sp?) which installs a jumper wire in the fuse box.
i found a fuse position which has a constant 12v supply, and my intention was to do this:
1. disconnect the fuse for the outlet
2. fuse tap into the hot end of the constant 12v fuse.
3. runs a wire with inline fuse from the fuse tap to the not-hot end of the outlet fuse.
is this safe ?

It depends what else is live on the circuit. I do not recommend that you jump across circuits like this. One possible issue that lies behind the dash is other accessories that may become live and overnight drain a battery. I would rewire the plug itself. Take the +12v constant line from main vehicle harness that comes down the steering column , run it down the column to an area where it is easy to access a fuse and install a fuse holder at that point, continue this wire to the cig plugin and cut the +12v ignition wire off (cap of vehicle side - we don't need it shorting out) and connect the new line to the old. Problem solved safely with no other draw on the circuit.
