i was just wondering how do you convert 12 volt into 24 volt?

Multiply by 2.  Easy, huh.

The real answer involve step-up transformers.  Outta my league.

what i want to be able to do is a tour bus with tv's, surround sound maybe some neons and what ever else they would want that maybe 12 volts

Do you want 24v into 12v... or 12v into 24v?..

Sounds like the bus runs 24v, and you want 12v for AV stuff?..

24 volts sorry buses definitly run off 24 volts

More than likely there is a battery bank producing the 24vdc.. if you can balance the load you could draw right off the batteries. 24v to 12v stepdown converters are also commonly available..
