2000 Crown Vic Car Horn

I have this 2000 Crown Victoria Police Interceptor a while back. There are a couple wiring problems. One of them, is the horn doesn't work. The other things are that the annoying bell doesn't sound when you open the door, and the dome light doesn't come on when you turn the ignition. Under the steering wheel, at the Lighting Control Module, a few wires running into the LCM have been cut and taped over. Among the ones cut, there is a Dark Blue one, a BLACK/ pink, and a BLACK/ orange. This is where Im kinda confused. I tried jumping the Dark Blue wire back together, and all that happened was the annoying door trigger bell was re-activated. According to this link, the Door Trigger is Dark Blue(-), and so is the horn, but I could only find one dark blue wire down there. Then again, this is for a Crown Victoria, and not a Police Interceptor, so I dunno. http://www.directwholesale.net/diagrams/printpage.asp?ModelID=13709&MakeID=18 The cigarette lighter isn't hooked up, let alone in the car anymore. If Im not mistaken, the cigarette lighter is on the same circuit as the horn, which could be the problem. The horn works if I jump power manually from the battery to the relay, which tells me logically, the problem is somewhere between the steering wheel and the relay. I checked all the fuses first thing. I tried changing the relay out with a good one. I also tried taking the horn switch itself out and examining it. It seems fine. Any ideas?

I checked them all, but now that you post that I think I'll change the horn fuse just for the hell of it. It might actually be that simple... Thanks!

Also, if you go to crownvic.net and search the forums, look for "dark car mode." That's the feature that activates/deactivates the domelight coming on when the door is opened. There is a special procedure to do this. Also, as far as the horn, I'd go with what ers1121 said. When sirens are installed, often one of the siren functions is controlled by the horn switch. Drop the driver's lower dash like this: --two 7mm (9/32") bolts under the dash; one to the right, and one inside the parkng brake release handle. Pull off lower dash. --five 10mm bolts inside there, and then drop down the metal knee bolster. Then, to the right of the steering column are a handful of plugs........the horn wire should be in there in a 4-pin plug......see if it's cut or otherwise tampered with.
