well From what I can see there are some vitals that you need like the air conditioner, hazard button, defrost button.  Then me I would sit there and draw a design on where I want everything if I want to move the aircontrols the hazard button the defrost button.  after you draw out an Idea go from there.  Its really up to you and how much time and effort you want to put into it and what you really want to keep and not.  Me personally I would leave everything were it belonged, take out the vitals that you need to keep.  glue a piece of fabric like a 50/50 blend with cotton and polyester and over that whole front piece and then take resin and put it on the fabric let it cure and then lay a few layers of glass down.  after it cures take out that whole piece cut out your vital holes sand it down and then prep for paint.  But you know your car teh best and who that front piece comes out.  there is alot of potential though for something good to come out of it.  Keep us posted on the project and don't be affraid to ask questions.
