what year did the 2 bulb setup come out of?
This information is provided only as a reference.
All circuits should be verified with a digital multi-meter prior to making any connections.

the bulb did not come out of another truck it a completely new tail light bought from Xenon but carries only two bulb slots, Which means that the park lights, signal and brake lights have to be on the same bulb and the reverse separate. The reverse light is not the problem it putting the signal brake and park lights together that would require relays and how do I connect the relays to get all three operations in that one bulb.

This is another "combining flasher with stop or reverse lights" situation. (Stop lights stateside; reverse lights for older Jap and many other cars.)
Assuming you do not have the appropriate flasher switch and wiring, you need a DPDT relay per side, and to relocate the flasher can.
Instead of connecting the flasher-can to either side, the stalk (flasher switch) switches either relay which then disconnects the stop and connects the can to the respective side. The other pole is used to connect the front flasher lamp. (That's from memory...)
The low wattage tail/clearance lamp is unaffected. (Just wired appropriately whether a dual-filament hi/low power bulb or whatever.)
Ah - memories of pre-1970 Jap cars....!
