2008 escape hid headlight popping

Hi everyone,

 I don't know much about HID's, but I'm trying to help my nephew out. He installed a Bi-Xenon HID kit in his 2008 Ford Escape. When he turns on the lights, they make a popping sound for a split second and then they go out. Can someone point me in the right direction as to what could be causing this? I already confirmed that he doesn't have DRL's. That was my first thought. These kits seem to be pretty plug-n-play. There doesn't seem like much could go wrong.

Thoughts? Suggestions?

are both lights doing the same thing if they are with the engine running then try it with the engine off if only one is doing this then you may have a bad ballast
