Does your DTR work as well? The reason I ask is that some vehicles use the DTR which are the hi-beams to output the ambient light.
If the module is damaged, then your hi-beams would also not work.

I have a Haynes manual diagram for the sunfire headlights; unfortunately it's too big to upload(my photo scanning skills result in a 9.42MB file).
The DRLs use a relay as described in another of my posts , but the bulbs are not wired directly to the BCM or any other module, so that probably wouldn't be the problem.
According to the diagram there are 4 wires at each bulb. The right bulb has 2 orange wires, and the left bulb has a dark blue and an orange wire - these ones should read 12v+ with the DRLs off.
Each bulb also has a dark blue and a pink wire. The dark blues here should be grounded with the low beams on, and the pinks should be grounded with the high beams on.
As an aside, my '02 Sunfire had the same problem you described(no high beams or DRLs) and the problem resulted from a short in the harness between the bulbs.
If you have any other questions, feel free to e-mail or PM me. Good luck with resolving this.
