I had to take out one of my rear neon lights, because it had cracked. So I snipped the wire and removed the bulb. I left the wire under the truck, and covered it with electrical tape. This morning i go to turn it on, and none of my lights work. I check the rear light wiring and see that there are small bits of wiring showing. Did it blow my fuse?

you more than likely blew the fuse when you cut the wire
