Basic LED

I just did some windshieldwasher leds that turn on when my headlights turn on and it is the same principle. First you have to locate the 2 wires comming from your headlights and these are the wires your going to splice or tap into. The black wire from the neon goes on the negative (-) or ground of the wire comming out of the headlight. The red wire or the power (+) goes on the positive of the wire from the headlight. You can use any kind of electrical wire to increase the length of the neon wires. PUSH COMES TO SHOVE, if you don't have any electrical wire you can always use speaker wire. just seperate the strands. Just make sure you don't mix strands on either wire. In other words don't use the bronze and silver together either all bronze or all silver or all of just one strand not both.
