I,ve seen this done two different ways.  Firstly, you could get some bulk vinyl from a autografics detailer and cut your pattern out then apply the adhesive to the taillights.  The other option is two tape off your pattern and spray paint the surrounding area of the taillights.

i know i've seen some type of  a  " make your own mask" type of thing at PEP BOYS. might wanna check em out or AUTOZONE. it's only a few bucks and basicly it's just vinyl in a box. design your "mask" and VIOLA (it's french) !! cut and paste.

thanks for the tips fellas -- i really appriciate it.. however a few things.. i wouldn't want to actually spray painting on... considering matching the paint would be difficult and hard to reverse if there is a mistake made... however the vinyl idea seems nice... then again, i gotta match the right shade of grey ( color of my galant ) aswell.

Question::?

is this vinyl thick enough to surround the lights in total darkness?  so just that cut out area is exposed? -- im going to have to check it out. but thanks for responding. i think  ill check out autozone tomorrow!
