unstopable whining noise from speakers

i got a two channel amp. (oldschool legacy 400) and i ran power ground and remote wire and when i hook the speaker up to the amp its a constant high pitch whining noise. i have a short ground with good connection and the power wire is seperate from rcas. only thing i was thinkin is its a wiring kit from walmart. maybe it just sucks? any help would be awesome.

My assumption would be bad amp...no matter what school your talking about, Legacy has been failing class for ages.
But, does it do this when the vehicle is off too??

no i took out the amp today but when it was in it only did it when i hook the speaker up to the amp. never any other time. just when i touched the wire to the speaker

yes it is a pioneer radio but i dont have any money to change or try new radios. how sure are you that this could be the problem?

see if the speaker makes this noise when you have the vehicle turned to accessory (engine off). If the noise isnt present, but is when the vehicle is running, then its a ground loop problem, therefore your amp doesnt have a solid ground.

it does make the noise for both on and off

Your radio has lost it's ground reference on the shield of the RCA jacks.  Take a short length of wire, ground one end of the wire.  Touch the other end of the wire to the Outer shiny part of the RCA cable that is going to the amp.  This should make the noise go away.  Let us know what happens.
