increasing battery voltage?

My car runs stop at around 13.4-13.6V .I want to incread it to at least 14.4V. how do I do that? I purchased a HO alternator, 200AMP, upgraded my big 3, and my voltage is still the same. any help? car is a 1999 buick park avenue ultra.

Try getting a smaller pulley
