bth the equiptment i have to work with is 2 jl audio 12w3 dual 4ohm voice coils or a 1999 12inhcca dual 2ohm voice coils to the extreme800 orion from the 90s if that helps, should i use 1 12 running 800 watts or 2 12s running 400 watts each, which setup is louder?

When people intentionally short out a coil they would put a wire on one of the set of terminals.  If this was the case with your sub then it should be obvious and easy to remove the wire.

800 watts is too much power for the 12W3.  I would recommend running both subs off that amp.
