I have an alpine deck iva-w205 , 2 amps mrd-m1005, and a 12" type x sub. I did a full custom enclosure but befor i set to paint it i want to test it out.

I have power going in to the amp and all is turning on.

When i test for power going to the sub i have no volts. i tried both amps. Same prob, I had the system installed befor in a simple enclosure and all worked.

I think i have a prob with my rca wires. I tested them and have continuity. So im wondering what readings should i get from the back of the deck at the rca points. or if there are any other test i can perform.

i am an idiot

When checking audio voltages you need to have the meter on the AC Volts selection.

With music playing, you will probably read about 1/4th of what the deck's preamp output voltage is rated at.  2V output probably reads .500 volts.  4V output will probably read around 1V.  If playing a test tone, the proper frequency, it should be very near the rated voltage.
