on the type rs whats the difference betweem 4 ohm and 2 ohm

The difference between the 2 is 2 ohms.

precisely!

To select the correct ohm load it is imperative to know what amp(s) will run the subs and how many subs you will have.  You then typically try to run the lowest ohm load the amp will allow for maximum power.

I checked the idiots statement with calculator, turns out his math was correct!
