Pull it out of the box and run it free air see if it still sounds poorly. Don't crank it to hard because if you turn a sub up out of a box it is very hard on it and can ruin it. If it still sounds crappy it is problably your amp or your speaker. Check your positive and negative wires on your speaker and amp just to make sure everything matches up. What kind of sub, what is the box made out of, and what is the volume of the box?

Use a digital multimeter to test for resistance on the sub's wiring terminals.  You should get something close to the sub's rated impedence (usually stated on the back of the magnet).  If not, the sub is most likely--but not necessarily--blown.  There are a couple more in depth ways to test but this is the simplest and usually the most accurate.

it's an ma audio box with subs premade so the volume size should be right. My friend say's it might be the wiring. it's a tri-sub box and i have no idea how it's suppsed to be wired. I tried taking the sub out and it still makes the sound so i guess it's blown. thanks for the help. Good thing it's still under waranty

If you can describe how the wiring looks, we may be able to explain it to you, or offer suggestions on re-wiring it for better performance. I also didn't see what amp you're using to run the subs, or what subs your using. Manufactures and model numbers can go a long way is the sub blown or the box? -- posted image.
