With a 4" PVC pipe inside diameter is 4" but outside is 4.5". Do you use the 4.5" diameter because that affects the box volume?? Using cal on this site 4"= 10.45"length 4.5"=13.7 length. The box vol is 1.75 Ft^3, Fb= 38

Use both.  Use the I.D. for the port size and length.  Then you have to use the O.D. to figure out how much volume the port takes out of the box volume.
