How are you getting signal to your amps (RCA's/high level input)? Are you using a factory radio or aftermarket?
If you haven't done so already, try connecting your amp grounds together.
My ex once told me I have a perfect face for radio.

What head unit? Chances are it is a Pioneer or a newer Kenwood or JVC, and when you connected the new amplifier you connected power and RCA before you grounded the new amplifier. This in turn opened the connection between RCA shield and ground. This is usually a surface mount component on bottom of the circuit board of the radio.

Nailed it,JVC media deck and l hooked up ground last. Now that l think about it makes sense power would find a path to ground. Ok is it permanent damage? Im gona disconect positive and rca's hook back up rca last. Find out l guess. Thanks as a hd mech its kinda normal for me to hook ground up last for obvious reasons. Im just waiting for my new amp a T400X4 gona bridge it run my P3-10's with it l like stereo subs. I'll make sure to hook up rca's last!

Your other amp is fine. If you do the temporary repair you only need to do 1 rca cable and only 1 fuse and holder. Just know that it will make the noise again if that rca cable is not connected to the radio.
