LOC's and ground loop suppressors

I have squeezed about all the whine I can out of my system with layout and grounding but there is still a little left.  One leg of the stereo has the signal going from the stock HU/amp to a preamp/eq by way of a line output converter.  My question is: does the LOC also act as a ground loop noise suppressor or could I put the latter in series for additional benefit?  FWIW, Here is a link to a complete description of the install:

The grounds on a LOC are for signal ground reference and should only be grounded when you don't have sound coming from the amp which are typically really old amps. Amps now a days don't need the wires grounded. A good LOC has a ground loop designed into it.
