keep in mind that you cant just add a port to a sealed box, ported boxes are twice the size of sealed ones.  and theres some good ideas in instructions on this site (click on woofer enclosures on the left ).  they should help you atleast get started.
2 subs
1 amp
0 knowledge of how to hook them up to my car.

Ports should be on the speaker baffle (the same side where the speakers are mounted.)

As shadowrelic stated above, you need to make sure your enclosure is the correct size for your speakers.  With the dimensions you list, the total interior volume of your enclosure is about 2.9 CUFT before taking into accound driver, bracing and divider volume.  So estimating that and cutting the total volume in half gives you at most 1.3 CUFT per driver.  This sounds OK for a generic 12" sub sealed enclosure, but entirely too small for a ported one.  What is the model of your subs?

they are sony xplod  2 12" 1200watts max 350watts rms the sheet i got with the subs calls for 1.58cu ft for ported from my mesurments i put them in the program on here to give you the cu.ft of the box & i get 1.58 cu.ft & i have a divider in the middle to seperate each sub so according to that program my box is the right size  so do i have to put the ports of the front beside each sub or can i put them a the back of the box ??? what will give me the best bass or does it matter?? please get back to me i am building it right now as we speak ok thanks again

my mesurments again are width 28 but i put in 14 cause 14 +14 =28

Depth 14"

right infront, next to the sub.  so that is a round port right 3" dia and 8 deep. i would go with a brectangular port. it is a bit bigger but it sounds better and a bit louder but that is my .02 cents

In most cases the ports should be on the same side as the subs (the baffle board) as Dyohn pointed out, this is to reinforce the output of the driver. In some cases a port works really well if it is pointed into a corner as well. I prefer my ports on the baffle board.

so it would not be a good idea to put the ports of the top of the box near the back of the box then

it was just if i lay it down in my trunk the 1 way its not as high  i have not cut out the sub holes yet but then i dont have any room to put the ports beside the subs if i do it this way

& if i put the ports on the front beside the sub how close should they be to the sub then?

Your first measurements were 19X28X12.5.  I assumed this was outside measurements.  If you used 3/4" MDF, subtract 1.5" from each measurements to calculate your gross internal volume.  Then subtract about 10% to account for drivers, braces, baffles, etc.  So if it's really 19X28X14, use 17.5X26.5X12.5 and come up with gross total volume of 3.35 CUFT.  Subtract 10% and divide by 2, and you get 1.5 CuFT each.  So if your drivers need 1.58 ported and the port size is correct, you are fine.  Put the ports on the same side as the woofers.  See if you can fit them in between the woofer and the corner of each side of the cabinet.

If you use rectangular ports a.k.a vents. you should get a cleaner sound and they are easier to work with. they also should be mounted on the same board as the subs are
