I need to know. Can the alpine 3331 EQ handle 4 volt in? Is it then 4 volt out or does it step down?

Yes it can, on the output it will be a low voltage. Post the reason as for needing the EQ and we'll see if there is a better option for you.

A friend gave it to me and I just wondered if I could use it with my system.

An EQ dosnt always help your system.
