My friend has just installed new amp ...and it seems that strange noise going from speaker...and even if he connect rca or disconnect doesn't really matter cause there is no music coming out only this noise what kind of problem might be????

My first thought would be alternator whine. But you'll need to give us more info to confirm that.

ok engine is not runnig...if i hook up rca nothing changes no sound at all ...only noise comming out

A whistle with no input to the amp is usually internal feedback due to gain set way, way too high, or in the case of a sub amp can also indicate that your low-pass crossover is off or set too high.  Or, the amp can be fried.
