What series of components are better? RCE or PCE?

PCE is the higher end model.

Any Experience with Diamond audio? I am looking at the D661S components as well.

Well, I decided on a set od Diamond Audio D661s 6.5" components. I hope that they are good! LOL. I hate buying speakers without first being able to listen to them but, for $225, they better sound decent!
