will it work if it will how do i hook up an amp with remote on and off?

Yes, it'll work.  You need to connect a line-out converter to the radio's speaker leads.  Connect the remote wire to the accessory lead of your head unit.  Don't worry about people telling you the radio won't have an accessory lead because it's a GM- every Saturn I've done has had one..
My ex once told me I have a perfect face for radio.
