Blown Sub? VC? Input appreciated

Ive got two jbl subs that I installed for a guy.  They are both dvc 12 inch subs.  He brought them back because when you push down on the surrond the center moves in kinda of rough and slow and then does not come back up, could this be a welded voice coil?

sounds like alot of clipping or a very very bad signal.

So its underpowered?, any ideas on how to not make this happen again next time.

Underpowering a sub isn't going to blow it.  Like jeff said, a dirty signal, or clipping will blow a sub.  If underpowering blew subs, everyone would blow their sub when they turn their volume down.
