i am very new to car audio and forums, i was just given two new 12 inch aw1251t audiobahn subs in a bandpass box.

Specs: 45 oz. strontium magnet

power handling: 400 watts RMS
frequency response: 24Hz - 1kHz
Efficiency: 92.1 dB 
2” 4-layer asv voice coil
dual 4 ohm
2 or 8 ohm operation 

what size amp and wire needed for at 80-90% capacity constantly.

You'll need about 700W to 800W RMS from your amp.  Is the 2 or 8 ohm operation for the whole unit or each sub?  If it's the whole unit, then get an amp stable at 2 ohms that produces 800W RMS.  If each sub is 2 or 8 ohm operational, then the total load will either be 1 or 4 ohms.  Look for an amp that pumps out 800W at 1 or 4 ohms.
That's my opinion. Take it, leave it, or correct me.

If its audiobahn (ugggG) in a bandpass box, It is probably pre-wired, and if they are both dual 4 ohm subs, then ODDDDSSSS are, its pre-wired for 4 ohms. could be one, but highly unprobable...
Audiobahn watts are fake watts, I wouldnt spend too much trying to power them to capacity with a good brand amp unless you plan on blowing them. 500 real watts will probably blow those subs in time.
