My voltage reading with the car off is 11.3 and my amp SS rubicon 1002 goes in and out; clip lights stay on. My head unit and smaller amp work fine. Is this enough voltage?

Nope, 12.5 volt when the car engine is off and between 13.7- 14.4 when car engine is on. and how is your reading when the car is on? if it is between 13.7-14.4 volt, then your alternator is working fine, you have to check your battery, maybe your battery is dying.
