So I install a FM modulator for an iPOD and get it all hooked up and it sounds like hell.
Come to find out, the power I grabbed behind the radio is for the headlight sense for the display dimmer.
My question is, does that lead have a low power output makeking the modulator sound bad, or is it just a crappy sound over all? If it is due to the headlight lead then I will reinstall, but if it shoudl not make a difference then I will return it.

Depending on the car, it could be a variable voltage, so yes, it could make a difference.
But, FM modulators do not usually sound all that spectacular, so that could be a secondary problem.
It all reminds me of something that Molière once said to Guy de Maupassant at a café in Vienna: "That's nice. You should write it down."

It was ....
i switched it over to full blast 12v, and it got a little better, but still sounds like hell.
I remember last time I installed a sony FM Modulator CD Changer, it did not sound bad... sounded pretty good actually. What is the difference between this and that?
Is it that is it running through a mini jack type setup?

CD Change vs. Anything FM modulating IPOD is not a fair comparison. most of the IPOD FM Mod stuff is cheaply made and sound bad. Unless you an exspensive one...and even then they arent too good.

You didn't list the vehicle year make/model.  Do a search to see if there's an aux-in adapter for your car.

I dont think there is an aux in plug...
it is a 06 DC Tundra.
There is 3 plugs, but the far left and far right are in use, there is a little one in the middle that is not used.
